Presentation of the 25th CMF Gender Report

CMF Chairwoman Catherine Tornel: “There are significant advancements in access, breaches are observed in financial system depth of use”

In terms of access, population coverage for savings and cash management products is high, and there are no gender gaps following sustained progress in financial inclusion over the past few decades.

July 30, 2026 - Catherine Tornel, Chairwoman of the Financial Market Commission (CMF), presented the 25th edition of the Report on Gender in the Financial System today at an event held in collaboration with the Pontifical Catholic University's Center for Public Policy.

In her presentation, the CMF Chairwoman highlighted, "The financial market is making progress toward financial inclusion - in terms of access to cash, credit, savings, and investment products, gender gaps have virtually disappeared." However, in terms of usage, these gaps persist. Although women have widespread access to financial products, their borrowing, savings, and investment amounts are lower, reflecting differences in usage intensity and financial wealth accumulation.

In this regard, Catherine Tornel noted: "Gender gaps are primarily observed in the extent to which the financial system is used - for example, in terms of loan amounts and savings - which may be linked to structural factors in the labor market, as well as demographic, regulatory, or social factors."

The launch of the Gender Report featured a panel discussion with Rosario Celedón, Vice President of the Autonomous Social Security Protection Fund; María José Díaz, General Manager of Chile Mujeres; and María de los Ángeles Morandé, a researcher at the PUC Center for Public Policy, who served as moderator.

In her presentation, the CMF Chairwoman placed particular emphasis on insurance, noting that, "Insurance coverage for home protection is low, and this is a cause for concern for the CMF, especially given the repeated incidents of fires and the fact that we live in an earthquake-prone country. We hope that the parametric insurance regulation already issued and the microinsurance regulation we are currently working on will help increase the proportion of protected households in our country."
